LA28 Games Region Map

In July and August of 2028, Los Angeles will host the 2028 Summer Olympic and Paralympic Games—its third time hosting the Olympic Games and its first hosting the Paralympic Games. Taking place in a larger and more complex region than previous games in L.A., the 2028 Summer Olympic and Paralympic Games, or LA28 Games, represent a challenge for the region’s transportation system, which must support travel for the region’s nearly 19 million residents while  meeting demand for goods within the region and across the nation. 

SCAG’s Games Mobility Program guides SCAG staff work in support of the LA28 Games and advances the key pillars of the Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy: mobility, communities, environment, and economy. The Games Mobility Program comprises four areas: passenger transportation demand management (TDM), freight TDM, quick-build transportation safety infrastructure demonstrations, and community hubs.

Program Structure

The 2028 Games Program Development Framework establishes an overarching goal, objectives, and guiding principles to align staff work in support of the LA28 Games and outlines a preliminary set of strategies and projects for further refinement by the SCAG Regional Council and policy committees. 

Games Mobility Executives

Established by the city of Los Angeles and LA28, the Games Mobility Executives, or GME, is a group of agencies that work together to coordinate mobility planning for the LA28 Games. Members include LA28, the Los Angeles Mayor’s Office, the Los Angeles County Metropolitan Transportation Authority, the Los Angeles Department of TransportationCaltransMetrolink, and SCAG. The SCAG’s Games Mobility Program directly supports its role as lead agency for the GME Transportation Demand Management (TDM) Subcommittee.

In addition to TDM, the GME is focused on the Games Enhanced Transit Service network, the Games Route Network and traffic management, mobility hubs, countywide bus only lanes, first/last mile and open streets, key stations and light rail transit improvements, accessibility, regional rail, wayfinding, heat, and communication and outreach.

Program Areas

Regional Passenger and Freight TDM

As the lead agency for the GME TDM Subcommittee, SCAG engages the region on initiatives that support passenger travel and goods movement during the LA28 Games. In coordination with GME members, businesses, freight operators, and other partners, SCAG is developing passenger and freight focused strategies for efficient mobility and continued goods movement operations during the LA28 Games. These strategies will account for the broader travel needs of residents, commuters, and businesses.

The Passenger TDM Initiation Plan and Implementation Roadmap will guide regional passenger TDM initiatives. It will detail a shared regional vision, goals, and objectives; prioritize strategies by impact and feasibility; and align strategies with regional mobility, sustainability, and equity needs and priorities.

The Freight TDM Initiation Plan and Implementation Roadmap will build on SCAG’s ongoing efforts to optimize the region’s goods movement network by developing freight TDM initiatives, strategies, and solutions for the LA28 Games. This roadmap will guide efforts to minimize disruptions to freight logistics operations supporting the games while maintaining supply chain fluidity across the region.

Regional Convenings and Partnerships

To ensure coordination of games-related TDM initiatives, SCAG is leading outreach and engagement efforts including:

  • Regional TDM Forums – SCAG-hosted quarterly Regional TDM Forums, focused on passenger TDM and on freight TDM, engaging a broad group of stakeholders to support alignment on shared goals, regional coordination, and knowledge exchange.

  • GME TDM Subcommittee Meetings – Monthly TDM Subcommittee meetings to support planning, funding advocacy, and implementation of TDM strategies. 

  • One-on-One Meetings – Individual meetings with stakeholders to gain detailed insights into local TDM efforts, including best practices, lessons learned, and areas in need of support.

Updated TDM Toolbox

SCAG’s current TDM Toolbox is a guide on effective strategies to shift travel modes and enhance operations in order to improve transportation efficiency and reduce vehicle miles traveled and emissions. SCAG plans to update the toolbox to include more mega-event focused strategies. 

Communications and Information Sharing Strategy

SCAG plans to develop a comprehensive TDM communications plan to coordinate messaging, clarify roles, and ensure consistent updates among partners. SCAG anticipates supporting efforts to deploy effective messaging across the region.

Pilot and Permanent Projects

In consultation with GME and other partners, SCAG plans to identify and support pilot and permanent TDM project implementation in advance of and during the LA28 Games.

Quick-Build Transportation Safety Demonstrations

As the foundation of a healthy mobility ecosystem, transportation safety is a key consideration for those who live and work in the region and will be just as important for athletes and spectators visiting the region for the LA28 Games. SCAG supports cities and counties to improve safety in the transportation network with quick-build transportation safety demonstrations, which allows communities to respond to a safety need through temporary installation of low-cost materials. Local agencies can collect community feedback throughout the project life cycle and adjust as needed to effectively address safety needs and reflect community priorities. 

Through the Sustainable Communities Program – Active Transportation & Safety call for applications, SCAG has awarded $7.4 million to 11 quick-build projects to improve safety for people walking, biking, and taking transit in the region. Once built, these projects will enhance connections to game venues, cultural celebration hubs, and key transit stations across the region.

Planning and design for the projects are expected to kick off in early 2026.

Community Hubs Toolkit and Activation Program

In fall 2025, SCAG will launch the Community Hubs Toolkit and Activation Program, an initiative to activate public spaces and support community-centered placemaking through the development of Community Hubs during the 2028 Summer Olympic and Paralympic Games. Inspired by success of fan zones in the 2024 Paris Games that fostered community celebration and connection, SCAG hopes to help create lasting public spaces that can be vibrant gathering points. 

Over the next three years, SCAG plans to develop a Community Hubs Toolkit with information on how to select and activate spaces for large-scale events and community programming, as well a checklist of considerations and best practices for different types of locations to support localized participation in the LA28 Games. The toolkit is expected to be completed in early 2027.  SCAG will also convene stakeholders engaged in similar initiatives, partner with local jurisdictions, and support activation projects in the summer 2028. Through this initiative, SCAG seeks to empower communities to reimagine public spaces as inclusive and celebratory environments, while supporting the long-term benefits and legacy of the games in local communities. 

A Request for Proposals for the Community Hubs Toolkit is expected to be released in fall 2025.
